The diagram above illustrates a system for engineering managers, with stocks of new managers, trained managers, and features, and flows of hiring, training, departure, and how those EMs impact the development rate of features. I would perhaps even amend this to have new managers have a negative flow impact on development rate, but that might not always hold true.
